THE ANSWER:

St. Francis Xavier was buried on the island of Shangchuan, then transferred to St. Paul's Church in Malacca. His final place of rest is in Goa in the Basilica of Bom Jesus.

In the Upper Church, we celebrate Eucharist, so our spiritual lives are fed. In the Lower Church, we feed people and their physical needs are met (and hopefully their spiritual too). Without taking care of the physical structure of the Church building, neither one could continue.
